Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management,
to which was referred Communication No. 1034, reports as follows:
Communication No. 1034, transmitted by Mayor Mitchell D. Roth, dated September 27, 2022,
submitting for the Council's review and confirmation the nomination of Dell Otsuka to the
Environmental Management Commission,pursuant to Section 6-10.5 of the Hawaii County
Charter.
A motion to move Communication No. 1034 to full Council with a positive recommendation was
made by Council Member Heather Kimball; seconded by Council Member Ashley Kierkiewicz.
Pomaika`i Bartolome, Executive Assistant to Mayor Roth, introduced nominee Otsuka to Your
Committee and shared of her outstanding employment service on Hawaii Island and her
willingness to serve on such an important commission as a resident of Keaukaha representing
Council District 3. If approved, nominee Otuska would serve a term ending December 31, 2025.
Nominee Otsuka introduced herself to Your Committee and clarified her educational
accomplishments.
A consensus of Your Committee noted the importance of environmental management in the
County of Hawaii,both in solid waste and wastewater, and recommended nominee Otsuka to
familiarize herself with the Integrated Solid Waste Plan and its breakdown of its zero waste
strategies.
Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management
is in accord with the purpose and intent of Communication No. 1034, and recommends
confirmation of the appointment of Dell Otsuka to the Environmental Management Commission.
