Res. 595-22: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND
OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE OF REAL
PROPERTY FOR THE COUNTY OF HAWAII DEPARTMENT OF FINANCE
Authorizes the Mayor to enter into a five-year lease agreement with an option to
extend for two additional five-year terms, with New Kaiko`o Building, Inc., located
at 120 Pauahi Street, Hilo, for approximately 12,571 square feet of office space for
the Vehicle Registration and Licensing Division and other County departments.

Bill 230: PROVIDES FOR THE ESTABLISHMENT OF THE COUNTY OF HAWAII
DOWNTOWN HILO BUSINESS IMPROVEMENT DISTRICT NO. 2, AS
AUTHORIZED BY CHAPTER 35 OF THE HAWAII COUNTY CODE 1983
(2016 EDITION, AS AMENDED), RELATING TO BUSINESS IMPROVEMENT
DISTRICTS
Establishes a Business Improvement District to finance certain infrastructure
improvements and supplement public safety, sanitation, transportation, and
landscaping services in the Downtown Hilo area, to be applied to 183 parcels
assessed at $500 per parcel each year.

appropriates the same to The Food Basket, Inc. account. Funds would be used to
provide a grant to the Hawai`i Island Food Basket to purchase food for its Kona

Bill 232: AMENDS ORDINANCE NO. 22-63, AS AMENDED, THE OPERATING
BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING
JUNE 30, 2023
Increases revenues in the Block Grant Program Income account($250,000); and
appropriates the same to the West Hawaii Emergency Shelter and Facility Energy
Efficiency Improvements account, bringing the total appropriation to $400,000. These
additional funds will be used to renovate the facility in accordance with the Fiscal Year
2021 Community Development Block Grant Annual Action Plan.
