REPORTS a. Treasurer's Report CM Waters:As of April 30, 2022, The primary HSAC account: $116,991.59 The balance in the HSAC conference account: $55,053.80 Total deposit account balances: $172,045.39 CM Waters: Apologies and thank you for your patience, numbers have not matched up. Richmond went into a deep dive and figured out why the numbers did not match up. Richmond: Minor discrepancies, a lot of it due to the internal staff responsibility changing during a time period, making it difficult to streamline the procedures. Looking through the discrepancies, set two recommendations to make sure this does not happen in future reports. Established formalized processes and put together a guide for those who are Treasurer can use in the future. Putting checks in place for the excel sheet itself to make sure it is always coinciding with the bank statement. EA: Describing some of the discrepancies, looking at the bank statement for April and entering the values for April in April's report, when in fact the treasurer's report should have been showing the month prior. That discrepancy goes back far. Key part to note is that the line item for expenses has been reported accurately but the fund balance of the bank account has been off. The predominant error is in the bank balance being carried forward. The policy is being presented in advance so we can adopt it into the by laws so it is enshrined in the HSAC organization and will remove from errors happening again in the future. CM Kimball: Checking that the report we received for this month has been edited and is correct? CM Chock: Correct. The proposed budget for HSAC has not changed, and there is consistency moving forward. May 26, 2022, HSAC Meeting Agenda Page 13 SAS:; CM King; Confirming we do not have to do anything for Maui council? CM Chock: Correct, we have the memo and the treasurer's report,and will add this to the packet going forward. We will foresee a policy submission in the next few months. CM Waters: Correct, we have started drafting and will be submitting it going forward. Thankful to Richmond for working on this. CM Kimball:Minor detail is the first month is July 22, when it should be July 21. Motion to file treasurer's report for audit. Filed. Approved. b. WIR Report CM Chock:Kipukai will be submitting a written report via email. CM King: No updates at this time, had asked Shane to attend. CM Waters:No update. CM Chock:July conference is forthcoming, hope you can all make it. e. Executive Assistant Report EA: legislative meetings coming up, we have a legislative briefing coming up. Successfully filed taxes for 2021, working on the audit for 2019 and the treasurer's report discrepancies will help with that. Next meeting is a general membership meeting. Working with the conference committee as well as the golf committee which are both progressing. CM Chock:Did we circle back with Jon to discuss his contract with him? EA: Yes, we are working on the presentation together and his contract is pending revision after the executive session today and then we will update it accordingly to what falls under EA role and what remains under the lobbyist role. His role will remain as the predominant lobbyist and boots on the ground. CM Kimball:I have been meeting with department heads and getting ideas for input, I will put these in a spreadsheet and present them to HSAC in the future. CM King:Booked for the conference. CM Kimball:Be aware that the applications say 2021 but they are for 2022, informed by NACo to use them, also informed not to be bound by the thresholds that we can only be on one committee. CM King:I was told council members could only be on one committee. What about Rebecca?Do we need to request it every year? CM Kimball: We were informed that we could apply to two. Rebecca was not interested in applying. Yes we do need to request it every year. CM Waters: Thankful to those willing to step up. CM King:Do we need to put another application in for July? Regarding the new sunshine law bill - HB 2026, HD2, SD1. Committee to discuss. CM Chock: Wanted to review the letter and establish how to move forward, if it is an official phone call or how to proceed. CM King:Recommend reaching out by phone. Treasurer's Report Balance in the primary HSAC account: $116,993.57 Balance in the conference account: $55,698.21 Total deposit account balances: $172,691.78 CM Chock: Want to know how this report is working for everyone. May consider deferring the treasurer's policy until later. CM Waters: Easier to report on what is sad on the bank statement, one of the things we are ok with is to keep reporting based on the bank statement and then tell you what checks are outstanding and that way we can tell you what is available. The confusion in the past was that we were doing both. We reported items outgoing that were not reflected on the bank statement. The official report would be based on the bank statement. CM Kimball:Agrees with that. ,CM Waters: The verbal report was based on the checks written but not cashed, causing stress. CM Chock: As we look at the treasurer's guidelines we want to standardize everything and moving from cash to accrual is one of the questions that came up on our end. We agree that we can still track the outstanding checks. CM Waters: That way we know who has not cashed the check yet. CM Chock:Motion to approve. Motion passes. Approved. b. County Reports: ■County of Hawai`i CM Kimball: Just finished our last review of potential rate changes. Our county elected not to make any changes to real prop tax rates for a variety of reasons. It was a 4-5 vote. I had introduced previous on homeowners exemption as possible June 16, 2022, HSAC Meeting Agenda Page 13 /LIE ASIC ett alternative to reducing property tax rates, did pass unanimously. More progressive approach to benefit those with lower incomes. Looking at charter amendments, one is to review the director positions every two years. One is pulling our building division out from dep of public works. Another is a youth commission.`Affordable housing. Another program we are using for housing production, that got a $9M. Another one related to water board. Other things that passed recently, passed a reso condemning gun violence, encouraging reasonable gun laws. Passed unanimously. Our EV bill made it through both planning commissions, expecting those reports to come back to the council and will vote on them shortly. Lots' of activity. CM King:Didn't you pass the chemical sunscreen ban the other day? CM Kimball: Yes, we passed it and now we only allow mineral based sunscreens. It was a 4 -5 vote, property taxes looking at a number of charter amendments, giving council authority to review director appointments every two years. one is pulling the building division out, one is forming a youth commission, another program using one with respect to water b=oard having a dhhl member sitting on water board, passed resolution condemning gun violence, encouraging reasonable EV bill - made it through the respective planning commissions, expecting these reports to come back. Had two full days of council activity. OiPCOUNt�� CM Chock: Big overhauls tying up loose ends, yesterday talked about 2% charter amendment slated for revolving house fund. Also introduced tax tier for residential and tvrs without putting down any tax rates. We will see in the next month or so, work being done for the ag dedication ordinance. Perhaps some of the exemptions that go along with them that are leaving gaps. Also looking at parking overhaul to the ordinance. ■County of Maui CM King: Passed fiscal year 2023 budget, $1.609 billion, many CIP projects in there. We added another $24M to the budget. Passed outdoor lighting for protection of sea birds, had help from big island on the language - used their definition for blue light. Have a bill coming back on wetland preservation. Had already 11 charter amendments this year. The council this week added 2 more charter amendments, one to establish planning commissions in every district, the other one to create a water authority board - going after the lease for EMI. This was proposed by letter from Rep Kahele to the Mayor. We had an assessment done of the planning department, zoning and enforcement division. Did not look good, reviewed today, majority of ppl criticizing leadership, permits given out on a political basis. I have a resolution proposing an investigation - ongoing. We are recommending our council member Shane to take over for WIR. He recently went to the WIR conference in Alaska. CM Chock: Support the candidate being put forward. ■City and County of Honolulu CM Waters: Did get through the budget still have some outstanding items for the police officer. Budget does reflect the priorities for the community. Homelessness, clean drinking water problem. June 16, 2022, HSAC Meeting Agenda Page 15 0E4asOcty 11 SAS Clean drinking problem tried to put money in budget to address this. Gave $25M to dig and explore new wells for clean drinking water. The red hill is stil closed. Had a hearing on it, they can track the fuel and it is moving. If you draw some of that fuel into the service lines, the service lines are no good. Use salad bowl as example, cannot remove with water only, need to use soap. Cannot use soap in our service lines. Homelessness is a huge problem. I don't know if we have a real solution, put money in the budget to build places for homeless people to live. Need the administration to buy in and build places for people to live. Homeless population refuses to go to a shelter. Put a million dollars in the budget for mental health counseling. Need to figure out how to spend it. Working with the prosecutors to make mandatory mental health assessment and treatment for petty misdemeanors, sometimes people are caught trespassing, disorderly conduct, park closure, and go to court and get released for credit for time served and that does not help. Looking at making mandatory treatment. CM King: Put a couple hundred thousand to create a pilot project to put in a safe zone for people to sleep overnight in their vehicle. The law allows the counties to make their own rules about this. Does Oahu do anything like that? CM Waters: like the idea, not aware of anything. Do not see the police enforcing it right now. there are various parks in the district where we know where they are. CM King: They are not getting arrested, they are getting tickets. We have families with kids going to school who can't get a good night's sleep because they are always being moved down the street. Trying to help those living in their cars to help the families with kids who need to go to school. c. NACo Report June 16, 2022, HSAC Meeting Agenda Page 16 "G. SAS*. CM Waters: Colorado is coming up next month, went to first NACo meeting in DC, found it extremely helpful. This one is big coming up, as Hawaii gets an extra board member if we pick the president. CM Kualii: Sent two emails this morning, one was the latest county news now, updates via email format. Go to the last page and see the latest from NACo. New funding for bridges, info on hurricane resources for communities and individuals. There are also upcoming events. Need to register now for the conference. There are other webinars, one this morning on food security, one on the 23rd about affordable housing. All committees are at a place now where they are putting the resolutions forward. Info on America competes, new HUD initiative. Get registered now for the annual conference, biggest event of the year, something for everyone. Thursday July 21- 24. d. WIR Report CM Sinenci - Got to see a presentation from President Biden's team. We made a trip to Seward from Anchorage. Everyone was asking how is Hawaii dealing with our short term rentals and trying to cap the rentals. Do not have affordable housing for their nurses, Drs, etc. Did attend an Oct WIR conference, takes you around and visits a lot of local CIP projects. Main issue was wild fire prevention and working with the national parks to see if the different states can partner. Got to meet the uma commissioner randy fletcher who invited us to view the water use systems in California, the rivers he is on supply a lot of water to the LA counties. They have specific aquifer programs, overall a good experience and very relevant to a lot of issues to HI. e. HSAC conference:I have been participating in the HSAC conference planning meetings.Mainly to learn about the process so I can gain experience to help support future counties with their conferences. VI. Golf tournament:A weekly recurring meeting for the Golf tournament planning committee occurs every Friday at 8.30 am via zoom.All are welcome to attend.Please let us know if you have anyone who would like to volunteer and I will reach out to them to follow up.We are working on sponsors and sending out the invite to register for gold to as many people in our networks.The focus for June will be securing sponsors and getting people registered.The focus in July will be on securing prizes and in kind donations for activities on the golf course. VII. Treasury Update:The treasurer's policy has been finalized in collaboration with the Treasurer's team.This process will ensure a smooth transition between staff members who are responsible for producing the treasurer's report and consistency going forward. VIII. Contract Updates:Both the EA and Lobbying contract are being reviewed for updates.Met with President Chock to work on the EA edits which have now been finalized.We will be meeting with the lobbyist to update their contract later in June. IX. NACo:Working on collecting contact information for all of those attending the annual NACo conference in Colorado in July.I also plan to attend.The steering committee nominees have been submitted to NACo. X. Legislative Update:Working with the lobbyist to plan the agenda for our upcoming legislative briefing meeting on June 23,noon,via zoom.The timeline has been updated and I will be working on reminding all members to solicit input and collect ideas for bills which are due next month. CM Chock: Wondering if it is possible so this board and future boards can validate to look at some of the time spent in each of these areas. EA: Yes, will add in the hours going forward. Presentation by Calyn Hart. ■The CitiesWithNature Platform is a global platform recognized by the Convention on Biological Diversity to support communities mainstreaming nature into cities. In this presentation, an introduction to the CitiesWithNature Platform, how communities can interact with the platform, and the resources available through the platform will be provided. CM King: Was just at the conference in Sweden, met Calyn in person. Calyn is a technical advisor to various communities and is our technical advisor for our communities. Presentation is on cities with nature plattform. Fits in with our climate action plans. They are working on a project to bring in sterilized mosquitoes, is that something you may be able to help us with. Calyn: Yes that is something we could talk to the organization directly about. Something our knowledge management would look into. CM King: Working with the Department of Land and Natural Resources, when you first announce it it will sound creepy when introducing bugs into the atmosphere. did some education and calmed people down, not talking about GMO mosquitoes, need help going forward to engage the conversation and could utilize your help with that. CM Chock: We have a resolution going on the agenda similarly. CM King: Please can you send a copy of the resolution to us. CM Chock:please share the presentation so we can distribute it. EA: There are several modifications, the contract received approval from the EC, one of the concerns is looking at making a few minor edits. to run you over the amendments, the increase in roles and responsibilities included legislative tracking, being able to edit the testimony. Updated/ draft contract was sent out. Hold it at this time so we can work on the final details. Move to defer, seconded, motion passes, deferred to next meeting. No questions. ED: The treasurer's policy has been tabled, we are meeting with the Maui accountant in August to develop a new policy based off of QuickBooks. We will continue with the process established by the Treasurer's team going forward until we next meet to review the new policy. CM Chock: We met last month and it was productive. b. County Reports: ■County of Hawai`i CM Kimball: We are at 111 registrants, we have raised $58K, we are running low on rooms, please book if you haven't already. Need to book at 80%, we are at 90% so we are good now. Sponsors include: HI Electric, Anonymous, Ulo Pono, NACo, HI Telcorn, RM Towill, Ward Research. If in a bind for later, we have rooms reserved for speakers at the moment, probably more rooms than we need so if desperate can let those go. We had our first committee and council session with the new sunshine law. It worked fine. We adopted a policy where people sign up at the beginning and they decide at that time whether to go at the beginning or before the agenda item, most want to go at the beginning. Common Cause suggested that amendment, designed to deal with the LUC and DLNR hearings where things go on hours and hours between agenda items. Could put something in the next session to exclude us. Our clerk did not interpret it completely as having to be only before each agenda item. • July 22, 2022, HSAC Meeting Minutes Page 13 <pTE"Sr°c�Z .�°°SAN* s coupe` Sommerset: Yes, our clerk also gave us the option to do both, if you are giving remote testimony you have to allow it through the whole thing. CM Kimball: Can set rules so it does not have to be before each item, can be in blocks, or a better strategy for what works. CM Paltin: Can take it in blocks and pull out the controversial items and have the testimony before those items. CM King: Problem is if we do not get through the whole agenda we have to recess and then have everyone come back. Our first meeting with the new sunshine law went to 1 am in the morning. CM Waters:Limited folks to either one or the other. CM King: Our interpretation was you could go at the beginning and then come back and testify on the others if you have not testified yet. CM Kimball: We limited it to only testify once during the meeting. Ruling that we did not have to have it before each item could do it in block. CM Waters: What do you do with in person testimony? CM King: Is there a bonus you can give to incentivize the first 10 to sign up? CM Chock: The current golf price is low and we can make a significant income from the sign up. Have two council charter amendments in addition to the 11 that went on the ballot already. One is to create a water authority to apply for the lease for the system, to take back control of the water from the large entities who now own the water system. Maui Pono, who bought A & B and is the current owner from Canada, has the lowest rates. And a reaction to the pandemic and trying to urge the county to quantify the greenhouse gas emissions. That is what Bridget shay is doing in Texas, they have been quantifying their greenhouse gas emissions. We have a county department of agriculture and in the charter was supposed to start up July 1. Mayor has appointed an acting director but council has not seen it on the agenda yet, our charter allows the council to approve all director positions. There has been an acting director appointed, hopefully that will come before us mid August. that is in effort to get more effort to our farmers and Ag processors. The Ma alaia regional wastewater system approved for the SRF fund, to get approved in the budget, met with the folks last night, Mayor agreed to apply for the SRF money. This will be a regional system to service all of the condos in the region with the goal of retiring the injection wells. The injection wells were installed in the 60s and have been polluting the bay, this will be a big step in keeping all of that out of there. What this system will do is that it will treat the water to R1 and will put it back on the land as fertilizer. This is a pilot project to see what we can do elsewhere. Maui has a lot of cesspools all outside of the boundary eligible for the rebate. Should take a couple years of permits and then can go in within a year. Could be a model for the rest of the country. Last thing to report on, the monster house on the west side of Maui, supposed to be single family but built like a hotel and then the owner applied for short term rental permits. Ongoing outcry about this house, caused an audit of the zoning and enforcement division. Audit reviewed at the council, the approvals seem too political. Now we approved out of committee a special investigation that the county will do. Interesting situation will be handled by the planning and sustainable land use committee. Riki Hokama: Example of the work from home where it has gone haywire, they implemented a new system and are still backloaded on April retirements. Cannot tell the employee when they will be legally retired. Right now many people get claims that are in limbo, and it says your plan is not-valid. Executive Assistant Report • HSAC conference (5%):I have been participating in the HSAC conference planning meetings. Mainly to learn about the process so I can gain experience to help support future counties with their conferences. • Golf tournament (10%):A weekly recurring meeting for the Golf tournament planning committee occurs every Friday at 8.30 am via zoom. We are working on sponsors and sending out the invite to register for gold to as many people in our networks. The focus for July will be securing sponsors and getting people registered. The focus in July will be on securing prizes and in kind donations for activities on the golf course. We have 8 new planning bills from CZO changes to some specific restructuring of campgrounds and everything under the sun. Bill under finance continues to move forward, the housing charter amendment did not pass. •County of Maui CM King: Sorry that the affordable housing fund did not pass. Maui county passed Bill 108 first reading, that bill allows the person / state law makes it illegal to sleep in your car on public property, and allows counties to supersede that law if they make it a bill. Allowing it to make it legal for certain circumstances we control, to allow for a pilot project fora safe sleeping zone for people. Once this passes, the grant we passed in the budget will go towards this pilot project. It eliminates the fines, we will have to do an amnesty thing about the number of fines. Hoping to pass the wetland and restoration bill. Working on the IECC, International Energy Conservation Code. We found out public works will not make any recommendations. We are going to hear this in committee as there are lots of people pushing for electric vehicle installation that want some changes. Maui children's justice center to be created on Maui, likely to pass second reading. Had thought we had the lighting bill passed to protect seabirds and turtles. What came up was that a news report erroneously reported we were going to cancel night events and school sports, and there is nothing in this bill that does that, there is a clear exemption for this in the bill. •City and County of Honolulu CM Waters: First full council meeting under the new sunshine law, took all the remote testifiers first, told them up front they could testify now, or at the measure when it is called. Most people online decided to testify up front, we were done by 1pm. It worked pretty well. Remember the discussion where Maui had gone to lam. Possible to conduct it without any issues. CM King: We also stop half way through and ask if anyone else wants to testify. CM Waters: Tell them up front they can testify only once. Encourage people to get it all out in the beginning. Do the remote testimony first, that way people in the audience have to wait. c. NACo & WIR Report CM Kuali`i:New guidance on flexibility of ARPOA funds for affordable housing. The new leadership includes Leana Fowler, supervisor, Native American, Ashley Kurkiwitz form Hawaii county are the two new vice chairs for our committee. Committee had 11 resolutions - one of them from CM Kama passed unanimously. CM Kama & I are working with Fowler from Arizona on nationalization of native county leaders and allies. Already shared it with our county housing agency and if we can also help them by getting them more correct or up t o date data, then it will help them see how different counties are doing it across the country. CM Waters: Emphasizing what Kipukai said about the affordable housing tool they broke it out by each city, Honolulu was there. During the meeting we talked about the median price of a home as $1.1M. We want to invite the speaker to come and speak to the council. This person was so knowledgeable and it literally gives you advice per county on what you can do. This session was great, because we helped elect Vice PResident Gore, who will then become the President in the future. The NACo meeting was so valuable, encourage others to attend these in the future. CM Chock: Send a message to our representatives that they do not have to attend but can send a written report. Encourage HSAC to be the communication base. CM Waters: What I learned during these sessions is that there are other parts of the country outside of the Western region that we can attend as well. General Administrative Duties: ED has been working on fundraising ideas for future budgets, including looking into corporate sponsorship programs, as well as website sponsors, educational seminars, as well adding a luncheon or breakfast event in addition to the current conference and golf tournament. ■Golf Flier ■Golf Tournament Mailer ED: Looking at 144 golfers max, the golf course is flexible to accomodate a lower rshi s soar we have onlyone team signed number. We have raised in sponsorships g $31,000P Pf up at this time. Need for everyone to follow up to secure more registrations as well as more prizes. Appreciate everything everyone is doing to secure prizes for the golfers, but we still need more items to come in. XI. NEW BUSINESS a. No room set yet, it will be one of the breakout rooms. CM Chock:In the past we have had the meeting at the main session but I don't think we are bound to it.
