A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF DISCOVERY
THROUGH ART FOR ITS "RECOVERY, RESILIENCE,RECREATION ONLINE
FACILITATOR TRAINING PROGRAM."
WHEREAS, Self Discovery Through Art is a 501(c)(3)nonprofit organization whose
mission is to nurture and strengthen the mental health of all people using "arts as medicine"; and
WHEREAS, Self Discovery Through Art provides a structured art experience in creative
problem solving by transitioning from verbal expression to focusing on symbolic and non-verbal
expressions; and
WHEREAS, the "Recovery, Resilience, ReCreation Online Facilitator Training
Program" is designed to increase the organization's capacity by administering online training
programs and learning management systems so that developed art curriculum can be accessed by
more individuals who are interested in facilitating art therapy to promote mental health; and
WHEREAS, Self Discovery Through Art is requesting funds to hire a resource
administrator to digitize art-therapy curriculum and create a website for online training
programs; and
WHEREAS, the Department of Liquor Control supports organizations that provide
alcohol-free and drug-free programs that promote community wellness; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Liquor Control to provide a grant to Self Discovery Through Art for its "Recovery, Resilience,
ReCreation Online Facilitator Training Program."
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
