Goals: Provide services that enhance the states substance abuse prevention system
through capacity building at the county level.
Objectives: Conduct an assessment on existing and trending substance use problems
and the capacity to address these problems
• Strengthen the capacity within the County to respond to workforce development needs and
requests for trainings by attending Alcohol, Tobacco and Other Drug, and prevention related trainings.
• Build and maintain partnerships on an ongoing basis by facilitating networking and peer sharing
opportunities, establishing a regular communication structure, engaging substance use prevention

stakeholders in joint ventures, and participate on state, county and/or community boards, initiatives and
committees related to alcohol, tobacco, and other drug use.
® Develop a comprehensive substance abuse prevention enhancement plan.
• Ensure cultural sensitivity by being respectful and responsive to the beliefs, values, practices,
cultural and linguistic needs of diverse population groups in all service activities conducted.
Outcomes or Results: ADAD funded activities have served approximately a total of 80,543 community
members via various services provided and media generated. This was accomplished in a shortened
amount of time given the timing of the contract approval and funding availability. 48 recorded activities
focused around substance abuse prevention were executed and community stakeholders were offered
numerous training opportunities both in-person and online. Networking continues via quarterly
Substance Abuse Prevention Information Alliance meetings, as well as taskforce and coalition meetings
happening both countywide and statewide. Due to the timing of the contract, it was determined by the
state that focusing on the assessment would take priority, with funding in the next round focusing on
working on the enhancement plan. The Catalyst Evaluation Group has worked on assessing West
Hawai'i in the area of substance abuse prevention, and has in the past completed an assessment in East
Hawai'i. By focusing on West Hawaii, future planning will have a comprehensive assessment to work
off of that is current and relevant to the ongoing trends of our island.
