Your Committee on Finance,to which was referred Resolution No. 595-22,reports as follows:
Resolution No. 595-22,transmitted by Finance Director Deanna S. Sako via Communication No. 1073
dated October 14, 2022, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease of real property for the County of Hawai`i Department of Finance.
This resolution authorizes the Mayor to enter into a five-year lease agreement with an option to extend
for two additional five-year terms, with New Kaiko`o Building, Inc., located at 120 Pauahi Street, Hilo,
for approximately 12,571 square feet of office space for the Vehicle Registration and Licensing Division
and other County departments.
Committee Chair Matt Kaneali`i-Kleinfelder asked Property Manager Hamana Ventura to provide a
high-level explanation of this measure. Mr. Ventura gave a brief summary of this measure.
Committee Member Holeka Goro Inaba asked Mr. Ventura if he could provide an amendment to this
resolution that provided the exact amounts for this agreement, to which Mr. Ventura agreed.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease, or other obligation requiring the
payment of funds from the appropriations of a later fiscal year shall be made or approved by resolution
by the County Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 595-22, and
recommends its adoption.
