COUNTY OF HAWAI I STATE OF HAWAIII
RESOLU'T'ION NO. 61-5 22
A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
FRIENDS OF AMY B.H. GREENWELL ETHNOBOTANICAL GARDEN.
WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access,
Open Space, and Natural Resources Preservation Maintenance Fund(hereinafter"Maintenance
Fund") "to preserve the land,promote public safety, and maintain a healthy stewardship"; and
WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the
Maintenance Fund may be used for a stewardship grant program for properties purchased via the
Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3
nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and
WHEREAS, Friends of the Amy B. H. Greenwell Ethnobotanical Garden is a 501(c)3
nonprofit organization whose mission is to support Hawaiian cultural traditions of land use and
plants and conserving the plant resources of traditional Hawaiian cultural activities as well as to
ensure the continuance of this national treasure as an ethnobotanical garden; and
WHEREAS, Friends of Amy B.H. Greenwell Ethnobotanical Garden submitted a
Maintenance Fund stewardship grant application to continue providing land stewardship and
cultural education for the properties, which is situated in Kealakekua, District of South Kona
(TMK: (3) 8-2-013:002, 003, 014; 014:043 and 015:059), and acquired via the Public Access,
Open Space, and Natural Resources Preservation Fund after adoption of Resolution No. 155-19;
and
WHEREAS, during its September 12, 2022, meeting and pursuant to section 2-217 of
the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and
Natural Resources Preservation Commission forwarded a positive recommendation for this
project to the Director of Finance; and
WHEREAS, Communication No. 1077, issued by the Director of Finance on October
14, 2022, submitted for the Council's consideration nine applicants for stewardship grants for
various properties that have been acquired by the County using the Public Access, Open Space,
and Natural Resources Preservation Fund; and
WHEREAS,the Director of Finance in Communication No. 1077 recommends that
Friends of Amy B.H. Greenwell Ethnobotanical Garden will be able to complete its project in
accordance with the project description submitted and in strict adherence to the conditions
governing the Public Access, Open Space, and Natural Resources Preservation Maintenance
Fund; and
awarding a stewardshipgrant to Friends of AmyB.H.
WHEREAS,the Council finds that w g
Greenwell Ethnobotanical Garden will allow it to continue its ongoing plant preservation,
restoration, mapping and maintenance as well as restoration and improvements of various
buildings, continue the ongoing conversion of the Greenwell's former home to an education and
caretaker's facility, tenting of all facilities for termites, contracting cleaning services; and
WHEREAS,the Council further finds that awarding a stewardship grant to Friends of
Amy B.H. Greenwell Ethnobotanical Garden will benefit the community-at-large by
demonstrating that maintenance fund monies can be utilized to preserve the land, promote public
safety, and maintain a healthy stewardship of those properties that have been acquired using
Public Access, Open Space, and Natural Resources Preservation funding; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that
pursuant to Section 10-16(h) of the Hawai`i County Charter, a Maintenance Fund stewardship
grant shall be awarded to Friends of Amy B.H. Greenwell Ethnobotanical Garden in the amount
of$95,380.
BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai`i
County Charter, funds from the stewardship grant awarded by this resolution shall be used for
public safety maintenance and preservation of the Amy B.H. Greenwell Ethnobotanical Garden
properties acquired through the Public Access, Open Space, and Natural Resources Preservation
Fund, identified as tax map keys (3) 8-2-013:002, 003, 014; 014:43; and 015:059.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Finance.
