Your Committee on Planning, to which was referred Resolution No. 599-22, reports as follows:
Resolution No. 599-22, transmitted by Housing Administrator Susan Kunz, via Communication
No. 1079, dated October 13, 2022, authorizes the exemption of certain code requirements,
pursuant to Section 201H-38 of the Hawaii Revised Statutes, for the Ho`omalu Affordable
Housing Project in Waikoloa, Hawaii, covered by Tax Map Key: 6-9-008:032. The property area
is 25.38 acres. Resolution No. 599-22 was introduced by Chair Ashley Kierkiewicz, by request.
Stanford Carr Development requests exemptions from the following Construction and Zoning
Code requirements: Exempts the density cap set forth in Section 25-5-31 of the Zoning Code to
allow the applicant to downzone the property from RM-6 to RM-3.5 to develop 229 affordable
housing units; and exempts the applicable plan review and building permit fees set forth in
Chapter 5, Construction Code.
Stanford Carr, Stanford Carr Development; Kanani Anton, Cultural Outreach Specialist;
Sidney Fuke, Planning Consultant; John Plunkett and Scott Head, Waikoloa Land Company;
Anne Bouslog, Project Director with PBR Hawaii & Associates, Inc.; Cary Boeddeker, Founder
and President of the Waikoloa Foundation were all present before Your Committee in the Hilo
Chambers.
Housing Administrator, Susan Kunz, explained that OHCD (Office of Housing and Community
Development) gives its support to this project, which is a 100 percent affordable housing project
at no more than 100 percent AMI (Average Median Income). She noted that currently they are
only mandated to build 142, but this exemption will allow 220 units to be built, and to waive
planning and permitting fees.
Mr. Carr presented an in-depth slideshow of the project, included as Communication No. 1079.2,
which included an overview of the project layout, landscaping and open space, affordable
housing components, and community outreach initiatives.
Chair Kierkiewicz explained that this is a 201H application, and there is a timing component to
this matter.
Committee Member Tim Richards thanked Mr. Carr for his comprehensive overview and asked
how many kids would be accommodated by the daycare. Mr. Carr responded that there will be
four daycare centers that can hold 25 kids each. Mr. Richards commended the affordability rates

of the units and asked who would be managing the property. Mr. Carr responded that they
typically contract out their units and properties to a third party. Mr. Richards noted that some
occupants may want to upgrade from single room to multi-room as they begin their families, and
he asked if that would be possible. Mr. Carr responded that if the family size still complies with
the AMI affordability rates, then they should still qualify to upgrade to larger units. He noted that
the intention is for most temporary lessees in the affordable units to be able to save up money to
become a homeowner.
Committee Member Holeka Inaba asked for clarity regarding the fee exemptions, which is
estimated to be approximately $225,000 for plan review and permitting exemptions. He also
asked if the childcare services will be affordable, to which Mr. Carr responded that they will be.
Committee Members Maile David, Rebecca Villegas, and Heather Kimball voiced their support
for the project. Committee Member Aaron Chung expressed his appreciation of the effort put
into the presentation and voiced his support for the project.
Committee Member Tim Richards praised the affordability of the project and asked for
clarification on who will be managing the properties. Mr. Can responded that they contract out
property management to a third-party company.
Committee Member Matt Kaneali`i-Kleinfelder commented on the project's transportation
component and encouraged them to make best use of multi-modal options.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with nine "ayes."
Your Committee on Planning is in accord with the purpose and intent of Resolution No. 599-22,
and recommends its adoption.
