A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HUI HOʻOLEIMALUŌ
FOR EXPENSES RELATED TO THE 12TH ANNUAL WAIULI OCEAN FESTIVAL.
WHEREAS, Hui Hoʻoleimaluō is a 501(c)(3) nonprofit organization whose mission is to focus on loko iʻa (Hawaiian fishpond) restoration, small-scale community farming, and providing opportunities
for STEAM (science, technology, engineering , arts, and mathematics) skill building, place-based learning, and community engagement through the maintenance and management of coastal
ecosystems; and
WHEREAS, on December 17, 2022, Hui Hoʻoleimaluō will be hosting the 12th Annual Waiuli Ocean Festival at Richardson Ocean Park and Waiʻolena Beach Park; and
WHEREAS, the Waiuli Ocean Festival is a free community event open to the public that will include surfing and bodyboarding competitions, a bamboo pole fishing tournament, Makahiki games,
Hawaiian cultural booths, a complimentary meal from local food vendors, entertainment from local artists, a complimentary t-shirt for participants, and a free gift bag for participating
keiki; and
WHEREAS, Hui Hoʻoleimaluō is requesting funds to assist with expenses for t-shirts, gift bags, food, and entertainment for the 12th Annual Waiuli Ocean Festival; and
WHEREAS, one of the goals of the Department of Liquor Control is to support public and youth programs that promote educational activities in a drug- and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant
to Hui Hoʻoleimaluō for expenses related to the 12th Annual Waiuli Ocean Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
