Dear Chairman Arakaki and Council Members:
It is my pleasure to appoint Margarita Leyson Hopkins as
director of the Hawaii County Department of Research and
Development, effective January 1, 2000.
Mrs. Hopkins has been serving as the Department's Economic
Development Specialist since May 1989. She holds a Bachelor of
Science degree in accounting from St. Joseph College and a
Master's degree in agriculture economics from Xavier
University, both in the Philippines. She also attended Oregon
State University for coursework toward her PH.D.
While serving in our R&D Department, Mrs. Hopkins has prepared
an agricultural development plan, made recommendations to
revise the agricultural taa section of the Hawaii County code
and the Hawaii County General Plan as it relates to
agriculture, and overseen such projects as the construction of
the Ka'u Agriculture Water Project and the Papaya Ringspot
Virus Quarantine Project in Puna.
Mrs. Hopkins has an outstanding relationship with Big Island
commodity groups and is a member of various community and
professional organizations, including the Big Island Resource
Conservation & Development Council, the UH Sea Grant College
Program and the Papaya Administrative Committee.
She has the qualifications and experience to lead our Research
and Development Department, and I ask your favorable
consideration of this appointment.
