When [was the director of tha County Research and Development Department in 1990- 1992, one the ~rcat experiences I had was working with Margarita Hopkius. She struck me as beinm one of the most knowlodRcablc people on the island's agricultural activities and programs, and also was one of the most dedicated public servants 1 have ever met. `Without her, this county's agricultural development plan would not have happened. 4 he appointment of Mnrgartn Hopkins to the position of also contributes very impnrtnntly to providing the stability and continuity of the department into [he next ye¢r. tihc iv familiar with ¢ll of the department's pmgrams and responsibilities, and is well dcsorving of the past. As the county eennnmic specialist for agriculture, she has been responsible for budgeting, pl¢nning, and working with the many, many ¢gricultural groups on this island. Therefore, she already has the management and budgeting skills necessary for this new assignment. She is also well-regarded by those who work with her, including the farming community, agriculhirc acadtmics and professionals. Margarita is also tt real citizen of Hilo and the big island in the extent to which sbc and her family engage in community activities far beyond the call of duty. She and her family cron(ributc to toe community in many ways thrnngh their membership organizations, their church and school activities. This is not a "stay at home" family. 'Choy are part of a community which they love and cherish, and for these reasons, I believe she is the best choice for the directorship of the roscarch and development deparunent.
