Dear Mr. Arakaki,
On behalf of the Lili'uokalani Trust and with regard to the existing
Makalapua Shopping Center and subdivision, I am requesting a sign
variance to allow the Trust to do the following:
(1) Add descriptive identifications "Shopping Center"- to the 5
existing signage monuments, including the 2 signs at the Queen
Ka'ahumanu Highway/Makala Blvd. entrance, the 2 signs at
the Palani Road/Kamaka'eha Ave. entrance, and the sign at
the Kamaka'eha Avenue/Makala Blvd. intersection;
(2) Add anchor tenant identifications - "K Mart, Liberty House &
Hollywood Theaters" - to 3 of the existing signage monuments,
including 1 each at the Queen Ka'ahumanu Highway and Palani
Road entrances and 1 at the Kamaka'eha Ave./Makala Blvd.; and
(3) Install major tenant identification signs along Queen
Ka'ahumanu Highway, Palani Road and Kamaka'eha on a
"temporary" basis as will be defined herewith.

Let me begin with some pertinent history. As the basis for an earlier ti°I°~~,4 tia
successful Land Use District Boundary reclassification, Makalapua was °+ti~o~,a~~
defined as an urban expansion area, comprising of 465 acres with o~°r° ^~°co
commercial (retail, office, etc.) and public facility (civic, cultural, hospitals, 4' 't`
etc.) uses. This area extended from Palani Road to the Kealakehe
ahupua'a boundary, and from Queen Ka'ahumanu Highway to a future
mid-level connector road (extending from the existing Henry Street to the
Kealakehe boundary).
The Land Use Commission divided this 465-acre area into two phases,
with a 315- acre first phase. The subsequent County rezoning
(Ordinance 93-66) for this 315-acre area further created a 49.9-acre first
increment and a second increment comprising of the remaining 265.1
acres.
While complying with State and County reuirements to improve area roads
and infrastructure, the Trust has been able to complete only a 17.9-acre ~ ~

portion (K Mart and Liberty House) of the first increment. The trust initiated
development away from the highway and along Kamaka'eha Ave. because the State
had not finalized its alignment for the future highway widening program. Prevailing
market conditions and the uncertainty regarding the highway widening line have
slowed completion of the first increment. As a result, the existing shopping center is
somewhat isolated from view along the main thoroughfare of Queen Ka'ahumanu
Highway and Palani Road. Therefore, the Trust is seeking permanent and interim
solutions to better identify the uses within the Makalapua area and to adjust and
respond to the current needs of its tenants.
The Lili'uokalani Trust is seeking this sign variance to install signs (temporary and
permanent), to better inform visitors and residents of the shopping center and its major
tenants. Our major tenants, given the square footage they occupy, are K Mart which
occupies 125,000 sq. ft., Liberty House which occupies 50,000 sq. ft., and Hollywood
Theatres, now under construction, which will occupy 25,000 sq. feet.
"The primary purpose of a sign", according to sign ordinances, "is to promote an
identity, goods, and services through visual communication", and to that we add, with
consideration of the environment, character of Kona, and aesthetics. The permanent
addition of "Shopping Center' to each sign is consistent with the long-term commercial
retail and office orientation of the Makalapua area.
We define the status of "temporary" to coincide with the start of the development on the
second increment as discussed herewith, and as defined by County Ordinance 93-66.
This would allow for the tenant names to be removed from all three signs - 1 each,
along Queen Ka'ahumanu Highway, Palani Road, and Kamaka'eha when
development is initiated beyond the 49.9-acre first increment. When increment 2 is
initiated, a sufficient critical mass of development would exist, such that visitors and
residents travelling along Queen Ka'ahumanu Highway and Palani Road would
recognize the Makalapua area as a commercial retail destination.
