Your Committee on Finance,to which was referred Resolution No. 605-22, reports as follows:
Resolution No. 605-22,transmitted by Finance Director Deanna S. Sako via Communication No. 1094
dated October 26, 2022, authorizes the acceptance of a donation of Naloxone kits to the County of
Hawaii Fire Department.
This resolution accepts the donation of 200 Naloxone kits from Hawaii Health&Harm Reduction
Center with an estimated value of$15,000 would be used by the Fire Department for emergency
treatment of opioid overdose.
Fire Batallion Chief Chris Honda of the Emergency Medical Services Branch gave a brief overview of
the donation.
Committee Chair Matt Kaneali`i-Kleinfelder and Committee Member Ashley L. Kierkiewicz both gave
comments in support of this measure.
Pursuant to Section 13-12,Hawaii County Charter,the Council may accept gifts of donations of
money, securities or other personal property or of real estate or any interest in real estate. In addition,
Section 2-162(a), Hawaii County Code, states that any gifts or donations of money, securities, or
personal property which fall within the capitalization procedures of the Department of Finance may be
accepted by resolution approved by the Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 605-22, and
recommends its adoption.
