Re: Resolution Creating Positions
The County of Hawaii Fire Department is requesting to add ten new Fire EMS Recruit
(Temporary)positions for a newly created job class.
Enclosed is a resolution creating ten new Fire EMS Recruit(Temporary)positions for the
Hawaii County Fire Department. These positions will allow the department to hire
paramedics to directly fill vacancies. Additional funding is not required as salary and
wages are appropriated to vacant permanent positions that recruits will eventually fill.
The Fire Department requests that this resolution be waived from Committee and be
placed on the December 21, 2022 Council agenda in order to expedite this process. If
there are any questions,please do not hesitate to call Kazuo Todd of the Fire Department
at 854-6059.

A. REQUEST:
Requesting the creation of 10 unfunded temp positions for a newly created job class, Fire EMS Recruit.
Positions at this time will be funded by downward allocating salaries and wages from higher ranked Fire
Medical positions.
We would like to request to waive the Finance Committee,
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Fire Department has had a shortage of Paramedics for many years. The creation of these
position numbers will allow us to proceed with the hiring of paramedics directly to fill our vacancies.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
