Re: Resolution for multi-year agreement
The Department of Research& Development seeks to enter into a multi-year lease

agreement to utilize office space at 88 Kanoelehua Avenue, Suite A-204, in Hilo, Hawaii
to be utilized as the American Job Center Hawaii One-Stop-Shop office.
Enclosed is a resolution authorizing the County to enter into a four year and 11-month
lease agreement with the option to extend for three (3) additional five (5)year terms with
WKSP Limited Partnership c/o Day-Lura Rentals and Management, Inc, for
approximately 4,686 square feet of office space at an estimated cost of$7,029 plus GET
per month.
The Department of Research& Development respectfully request that this resolution be
waived from Finance Committee and placed on the December 21, 2022 Council agenda
in order to expedite this transaction. If there are any questions, please feel free to contact

A. REQUEST:

Please submit a Resolution to Council Council, to authorize the Department of Research and Development
to enter into a multi-year lease with WKSP Limited Partnership c/o Day-Lum Rentals and Management Inc.
for a four(4) year and eleven (11) month lease with no additional option lease for the American Job Center
Hawai'i's One-Stop-Shap.
Anticipated monthly rent shall be $7,029 plus GET with 5% annual increases.

New location is 88 Kanoelehua Avenue, Suite A-204, Hilo, Hawaii 96720; consisting of approximately 4,686
square feet more or less of office space.
Request to waive Finance Committee due to time constraints and five (5) day holdover.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Research and Development request to lease the premise consisting of 4,686 square feet
more or less owned by WKSP Limited Partnership c/o Day-Lum Rentals and Management Inc. for office
space in Hilo, Hawaii. The proposed lease is for four(4) years and eleven (11) months with no additional
option for lease for the American Job Center Hawai`i's One-Stop-Shop.
Anticipated rent shall be $7,029 plus GET wth 5% annual increases.
Current location has insufficient amount of office space to provide space for all partners of the American Job
Center Hawaii to provide workforce development services to Hawaii Island community members. This new
lease will provide adequate space for all partners and provide a One-Stop-Shop for workforce development
initiatives. The lease is being paid by partners.

RE: RESOLUTION No. 18-22 A RESOLUTION AUTHORIZING THE
PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE
FISCAL YEAR FOR A MULTI-YEAR LEASE OF REAL PROPERTY FOR THE
COUNTY OF HAWAII DEPARTMENT OF RESEARCH & DEVELOPMENT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
