Dear Curtis,
I have reviewed Bill 177. Draft 2, sad i still raise the same questions, you may have
answered these to fire previous board but 1 need some clarification. Why did this issue
surface? We have been left alone all these years with no fee charged, who decided that a
fee needed to be charged now?
1 recently authorized Island Utility Services to do an assessment oFour system and
propose to us how much it would cost to maintain it. The report hac raised some
questions, they stated, "no sign has been found as to the exact location of the Gang
Cesspools. Inquiries to various county and state agencies, architects and former
construction workers indicate their existence, but their physical location has not been
determined", if our homeowners pay the fees will the county be responsible for locating
these cesspools if there is a problem? i~o they have records hidden away somewhere
showing the locations'1 Ln essence, what do we get for our X15.00 per month? Will the
county be accountable for time spent in our subdivision? What services have they
provided so far? They state they have ha_ d to deal with sewage spills and other matters in
QLV, where did this happen and when? Hogv long did it take to repair this? I received a
call from a family on Kauai Fl, the Naone's, they said that they recently cleared their
backyard and now two distinct pipes are slicking out of the Bound, like vents from
cesspools, very visible from the street 1 aright add, if someone got injwed from this or
any cesspool, is the county then liable if they are responsible for the maintenance? We
also would like to know about the fees that have not been paid to date, this issue has been
in limbo and many people now have large bills that they are unable to pay, will this be
zeroed out so that if this ordinance passes we could start fresh?
As you can see we have many concerns and questions and I feel very strongly that we
need a public hearing in Kona so that otv residents can participate in the process. We
feel betrayed by the council (not you Curtis!) that they voted positively in front of us and
then went back to Hilo and changed their minds leaving us unable to respond. Flease let
me know what is going on- This issue really and truly relates only to our subdivision as
