Re: Provide Funds to The Food Basket
The Department of Research& Development wishes to provide $91,500 to The Food
Basket, a 501(c)3 nonprofit organization. The grant will be used to cultivate fresh
produce, reduce food waste, increase the volume of fruits and vegetable diverted to local
food assistance programs, expand the consumption of local agricultural products, deepen
engagement with Hawaii Island's food system and heighten the program's sustainability.
Enclosed is a resolution authorizing the Department of Research& Development to
provide $91,500 to The Food Basket,pursuant to Hawaii County Code (2016 Edition as
amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).

A REQUEST:
This is a request for a resolution to enter into a contract with The Food Basket, a non-profit
organization, for the purpose of supporting The Kokua Harvest Project for $91,500.40. This
program involves the gleaning of fresh produce, creating and selling value-added products
from the produce to reduce food waste, increase the volume of unharvested fruits and
vegetables diverted to local food assistance programs, increase the consumption of local
agricultural products, increase engagement with Hawaii Island's food system, and increase
the program's sustainability.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The application, The Kokua Harvest Project, was selected for funding as a result of the
Request for Proposals (RFP) no. 2022-01.
The non-profit, The Food Basket (TFB), is the Principal Investigator for this project. TFB is
the designated Food Bank for Hawaii Island and has over 33 years of food distribution
experience. In 2020, TFB distributed over 6 million pounds of food and served over 80,000
Hawaii Island residents on a monthly basis, during the COVID-19 pandemic.
Over the grant period of18 months, Kokua Harvest is expected to conduct 315 harvests and
the volunteers will harvest, trim, sort, wash, pack and deliver approximately 41,265 pounds of
gleaned produce for an average of 131 pounds of produce per harvest.
