MEMORANDUM

RE: Bill 177, Draft 3, Relating to Gang Cesspools
Attached for consideration is Bill 177, Draft 3. This bill was amended in two places.
First, in Section 2, the word "common" was deleted from the definition of gang cesspool.
Second, in Section 4, new language was added to set up an effective date for sewer user
charges for customers connected to gang cesspools. The new language also provides for
the waiver of sewer service charges for customers connected to gang cesspools who have
been paying sewer charges up through the effective date. These credits can be realized
either through reimbursement or a credit. If you have any questions, please feel free to
