Re: Provide Funds to The Edith Kanaka`ole Foundation
The Department of Research& Development wishes to provide $90,525 to The Edith
Kanaka`ole Foundation, a 501(c)3 nonprofit organization. The grant will be used to
support the KIPA Business Cultural Training program by training tour operators and
businesses to provide accurate and authentic visitor products and experiences.
Enclosed is a resolution authorizing the Department of Research& Development to
provide $90,525 to The Edith Kanaka`ole Foundation, pursuant to Hawai`i County Code
(2016 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).

A REQUEST:
A Resolution is requested authorizing the County (via the Research and Development) to
enter into a contract with the Edith Kanakaole Foundation in the amount of$90,525.00 to
support the KIPA Business Cultural Training. The purpose of this program is to train tour
operators and businesses to provide accurate and authentic visitor products and
experiences.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Background:
The Edith Kanakaole Foundation has been conducting indigenous data science research and
cultural education/training workshops for over 20 years. It developed the KIPA program to
provide a space for community and county collaboration, and training to businesses and tour
operators to provide accurate and authentic visitor experiences.
Justification:
The KIPA program advances the department's Tourism Program goal of Responsible
Tourism, Pono-Based Communication, and Place Based Education. The program also meets
the department objectives of engaging residents and existing Hawaii island businesses
through direct cohort instruction. The program will train businesses and tour operators to be
proficient in Hawai'i eco-cultural land and ocean-scape, and provide research and
documentation (facts and stories) of culturally historical sites that could be incorporated into
the business' products and offerings.
