Aloha Council Chair Kimball and Council Members:
By the County Charter Section 13-4 (c), I submit Deborah Chang of District 1 for reappointment
to the Public Access, Open Space, and Natural Resources Preservation Commission.
The Council confirmed Ms. Chang on July 21, 2021. Because she filled the remainder of a term
of resignation with a term expiration date of December 31, 2022; Ms. Chang is now eligible to
serve a full term.
As noted previously, Ms. Chang, born and raised on Hawai`i Island,brings over forty years of
diverse experience with governmental agencies, community groups, and individuals, advocating
for historic Hawaiian trail protection and responsible public access to Hawai`i`s outdoor spaces.
If confirmed, she will serve a term ending December 31, 2027.
