Re: Operating Budget
The County of Hawaii has been awarded $2,000,000 from the State of Hawaii
Department of Human Services. These funds will be used to support new and existing
programs that connect individuals and families experiencing homelessness to appropriate
services and resources.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this
$2,000,000.

A. REQUEST:
The Office of Housing and Community Development (OHCD) is requesting to amend Ordinance 22-63
by appropriating the following:
Revenue:
2022 Ohana Zone Funding (State) 152.3310.XX $ 2,000,000.00
Expenditure:
2022 Ohana Zone Funding—Program 152.461,5466.XX $ 1,800,000.00
2022 Ohana Zone Funding—Admin 152.461.5466.XX $ 200,000.00
Please also submit a resolution to authorize the Mayor to execute and submit all required agreements and
other related documents to the State of Hawaii, Department of Human Services.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED);,
On November 30, 2022, the County of Hawaii received written approval notification that its proposal and
request for 2022 Ohana Zone funding from the State of Hawaii, Department of Human Services.
Ohana Zone funding will be used to support new and existing programs that connect individuals and
families experiencing homelessness to appropriate services and resources.
The ordinance sets up the proper accounts to receive and expend the grant funds.
