Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 22-23,
reports as follows:
Resolution No. 22-23, transmitted by Council Member Holeka Goro Inaba, via Communication No. 23
dated November 17, 2022, awards a Public Access, Open Space, and Natural Resources Preservation
Maintenance Fund Stewardship Grant to Kohanaiki `Ghana.
This resolution would approve a grant of$20,380 to Kohanaiki `Ghana, a 501(c)(3)nonprofit
organization, to protect,preserve, and restore the `O`oma Beach property in North Kona, (Tax Map
Key: 7-3-009-0004),pursuant to Section 10-16(h) of the Hawaii County Charter.
Council Member Michelle Galimba assumed the chair from Chair Holeka Goro Inaba. Maxine Cutler
from the Department of Finance explained the difference between the POMC (Public Access, Open
Space and Natural Resources Commission) Fund and the Maintenance Fund and spoke highly in favor
of this stewardship grant to this nonprofit.
Karen Eoff, representing Kohanaiki `Ghana, was in attendance for questions. Several Council Members
spoke in favor of this award.
Pursuant to Sections 10-16(g) and (h) of the Hawaii County Charter, maintenance fund stewardship
grants may be awarded by resolution for the public safety maintenance and preservation of properties
acquired through the Public Access, Open Space, and Natural Resources Preservation Fund.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 22-23, and recommends its adoption.
