Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 31-23,
reports as follows:
Resolution No. 31-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 38 dated
December 15, 2022, authorizes the Department of Research and Development to award funds to the Edith
Kanaka`ole Foundation.
This resolution would provide grant funds of$90,525, to support the KIPA (Known Indigenous
Perspectives and Alignment)Business Cultural Training program.
Research and Development Deputy Director Robert Agres and and Tourism Specialist Frecia Cevallos
came forward to explain the purpose of this grant award for this program.
Several Council Members spoke in favor of this award.
Pursuant to section 2-139(a)(3)(A) of the Hawaii County Code, Hawaii County is authorized to grant
awards in excess of$25,000 to nonprofit organizations that specifically identify the organization receiving
the grant funds and the purpose for which the grant funds shall be used in an ordinance or resolution.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 31-23, and recommends its adoption.
