Your Committee on Finance, to which was referred Resolution No. 34-23,reports as follows:
Resolution No. 34-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 47
dated December 15, 2022, authorizes the Mayor to enter into an agreement with the State of Hawaii
Department of Human Services.
This resolution allows for the receipt of$2 million which would be used to support new and existing
programs that connect individuals and families experiencing homelessness to appropriate services and
resources.
Per Committee Chair Matt Kaneali`i-Kleinfelder's request, Community Engagement Division Manager
Sharon Hirota provided a brief explanation of this resolution.
Committee Member Susan L. K. Lee Loy asked Ms. Hirota if the funds discussed in this resolution
could be used with previous legislative actions that the council has taken up to provide for the current
homeless situation in our County. Ms. Hirota confirmed that the funds could be used for those purposes.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Mayor of the County of Hawaii is authorized to
execute, on behalf of the County, an agreement and related documents with the State of Hawaii
Department of Human Services for the purpose as described above.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 34-23, and
recommends its adoption.
