Your Committee on Finance, to which was referred Resolution No. 35-23, reports as follows:
Resolution No. 35-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 48
dated December 15, 2022, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease of one sewer cleaning truck for the Department of Environmental
Management.
This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate
monthly cost of$9,000.
Committee Member Cynthia Evans asked the County if there was an analysis of what it would cost to
buy this machine, as the resolution states that this is a multi-year lease. Finance Director Sako clarified
that these objects are financed to own.
Committee Chair Matt Kaneali`i-Kleinfelder asked Wastewater Division Chief Dora Beck for some
clarification on the use of this vehicle and where this truck would be located. Ms. Beck stated that it
would be used for the west side as the east side already has a truck.
Mr. Kaneali`i-Kleinfelder then asked if the department has been sharing the current vehicle between the
east and the west side and if that has caused any servicing issues,to which Ms. Beck replied that it
could.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be
approved by Council resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 35-23, and
recommends its adoption.
