Your Committee on Finance,to which was referred Bill No. 3, reports as follows:
Bill No. 3, transmitted by Finance Director Deanna S. Sako,via Communication No. 18 dated
December 2, 2022, amends Ordinance No. 22-64, as amended, relating to Public Improvements and
Financing thereof for the fiscal year July 1, 2022 to June 30, 2023.
This bill appropriates excess fuel tax revenues collected from 2020-2022 by establishing the following
fuel tax program appropriations to the Capital Budget: Roadway Projects (Engineering) ($252,043.47);
Bridge Inspection, Repair and Replacement Program(Engineering) ($177,913.04); and Local Road
Improvements (Highways) ($429,956.52), for a total appropriation of$859,913.03.
Per Committee Chair Matt Kaneali`i-Kleinfelder's request, Ms. Sako provided a brief overview of this
bill. Ms. Sako also addressed some questions that were given during public testimony and concerns
regarding the possible disruption of archaeological and cultural sites. Ms. Sako provided clarification
that before any county project is started an Environmental Assessment report is done; and should they
discover any archaeological sites during that assessment, the county will handle that accordingly.
Mr. Pause also wanted to clarify that they do not currently have any active highways or roadway projects.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 3, and recommends its
passage on first reading.
