Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance,to which was referred Bill 4, reports as follows: Bill No. 4, transmitted by Finance Director Deanna S. Sako, via Communication No. 19 dated December 2, 2022, amends Ordinance No. 22-64, as amended, relating to Public Improvements and Financing thereof for the fiscal year July 1, 2022 to June 30, 2023. This bill reappropriates lapsed fuel tax funds from prior fiscal years by establishing the following fuel tax program appropriations to the Capital Budget: Roadway Projects (Engineering) ($1,288,729.07); Bridge Inspection, Repair and Replacement Program(Engineering) ($15,892.03); and Local Road Improvements (Highways) ($214,385.57), for a total appropriation of$1,519,006.67. Committee Chair Matt Kaneali`i-Kleinfelder asked for clarification on how the Road Improvement Projects are selected, as his concern is that there are no Puna road projects listed. Public Works' Director Steve Pause acknowledged that the department needs to do more work in the Puna district to provide Puna with connectivity. He also stated that they do have some Puna projects in the works, but those will require a lot more work and collaboration. Your Committee on Finance is in accord with the purpose and intent of Bill No. 4, and recommends its passage on first reading.
