Your Committee on Finance, to which was referred Bill 11,reports as follows:
Bill No. 11, transmitted by Finance Director Deanna S. Sako, via Communication No. 47 dated
December 15, 2022, amends Ordinance No. 22-63, as amended, the Operating Budget for the County of
Hawaii for the fiscal year ending June 30,2023.
This bill appropriates revenues in the State—2022 Ohana Zone Funding account ($2 million); and
appropriates the same to the 2022 `Ghana Zone Funding—Program account($1,800,000); and 2022
`Ghana Zone Funding—Administration account($200,000). Funds would be used to support new and
existing programs that connect individuals and families experiencing homelessness to appropriate
services and resources.

Sharon Hirota for being available to answer any questions.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 11, and recommends its
passage on first reading.
