Heather Kimball, Council Chair and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Operating Budget On March 23, 2022, Resolution Number 328-22 was approved transferring an appropriation of$300,500 from Geothermal OCE to Geothermal Fire Equipment. This appropriation was for the purchase of essential fire equipment to be utilized in Pdhoa and other sectors within the lower Puna area. The Fire Department was unable to secure the purchase of this equipment by June 30, 2022, resulting in a lapse of funding. The Fire Department now wishes to reappropriate those funds in fiscal year 2022-2023 to complete the equipment purchase. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $300,500 to the Geothermal Fire Equipment account in order to complete this equipment purchase. REQUEST: Request to transfer funds in the amount of$300,500 from the Geothermal Relocation and Community Benefit Fund -GRCBF (095.141.5143.02) to Geothermal Fire Equipment Account (095.221.5221.90). B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): This request has once been approved via resolution 328-22, on February 17, 2022, but due to unforseen circumstances, we were not able to allocate the funds before the end of the FY and the funds defaulted back into the GRCBF at end of June 2022. In speaking with Finance Director Sako and Planning Director Kern,. both have preliminarily authorized the re-transfer of funds. AS listed in Res. 328-22, these funds will be used to purchase an new mobile SOBA compressor, along with a Tow Vehicle and spare SCBA bottles for the Pahoa Fire station. These items will not only be utilized in the district of Pahoa where PGV is located, but in the greater lower Puna geographical area and beyond as available and needed.
