Enclosed is a bill for an ordinance to add appropriations to Ordinance 22-64, the Capital
Budget, for the Mass Transit Agency's "Bus Stop ADA Compliance— SP&R Fed" and
"Kailua-Kona Maintenance Facility— SP&R Fed"projects and to appropriate $457,756
to the Capital Budget for these projects.

An ordinance amending Ordinance 22-64, as amended, the Capital Budget, by adding appropriations
from the Federal Highway Administration:
Bus Stop ADA Compliance $162,556
Kailua-Kona Maintenance Facility $295,200

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Mass Transit Agency applied to the Hawai'i Department of Transportation (HDOT) for State Planning
and Research (SP&R)funds. The purpose of SP&R funds is for planning and research. The use of SP&R
funds by States and subrecipients is authorized by Title 23, U.S. Code, Section 505, and regulated by Title
23, Code of Federal Regulations (CFR), Part 420; HDOT is responsible for monitoring activities performed
by staff of subrecipients that use SP&R funds to support these planning activities.
