BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Mass Transit Agency applied to the Hawai'i Department of Transportation (HDOT) for State Planning and Research (SP&R)funds. The purpose of SP&R funds is for planning and research.
