Your Policy Committee on Health, Safety, and Well-being,to which was referred Bill No. 241,
reports as follows:
Bill No. 241, transmitted by Director of Parks and Recreation Maurice C. Messina via
Communication No. 1087, dated October 10, 2022, amends Chapter 15,Article 4, Section 15-39,
of the Hawaii County Code 1983 (2016 Edition, as amended), Relating to Camping and Trailer
Areas.
This measure clarifies provisions for the parking of recreational vehicles and camper units at
County beach parks.
Director Messina and Deputy Director Michelle Hiraishi were available in the Hilo Chambers for
questions.
Director Messina stated that due to more recreational vehicles and camping units now in use at
our beach parks, additional requirements are necessary. They have set up marked areas at both
Spencer Beach Park and Whittington Beach Park to provide adequate parking for those types of
vehicles. Council Chair Heather Kimball requested that"camping/camper units"be defined.
Committee Member Holeka Inaba requested that consistency be used regarding "camping units
vs. camper units". Committee Member Michelle Galimba requested that a Hawaiian name be
used for Whittington Beach Park. Director Messina stated that a resolution could be submitted
suggesting a name change for the Parks in question, but they could make a name change on
Bill 241 for the next reading as well as addressing the other concerns brought up by Committee
Members.
Your Policy Committee on Health, Safety, and Well-being, is in accord with the purpose and
intent of Bill 241, and recommends its passage on first reading.
