A
11*11011111
MMXWWRIMAVATUNIN
DATE: January 5, 2023 Re: Comm. No. 29/Bill No. 8
PLACE: Council Chambers
Hilo, Hawai'i
TIME: 10:52 a.m.
Council Chair and Members
Hawai'i County Council
Hilo, Hawai'i 96720
Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill No. 8,
reports as follows:
Bill No. 8, transmitted by Sue Lee Loy, Council Member for District 3 via Communication 29,
dated November 25, 2022, amends Chapter 15, Article 7, Section 15-62, of the Hawai'i County
Code 1983 (2016 Edition, as amended), Relating to the Membership of the Veterans Advisory
Committee.
This measure removes the Disabled American Veterans' representative and increases the at -large
membership from seven to eight members.
Ms. Lee Loy briefly commented that testifier Colonel Debra Lewis, member of the current
Veterans Advisory Committee had explained that these changes are being made as the
Committee is asking for the Disabled American Veterans' representative to be removed at their
own request through the language restructuring at the national organization. Committee Member
Cindy Evans asked if the local organization was in agreement with the changes being made by
the national umbrella. Colonel Debra Lewis clarified that there will still be support for Disabled
American Veterans and the active members of the Advisory Committee reflect all the Veterans'
interests. She also specified that older members are aging out and the group isn't able to meet
quorum without this amendment.
Your Policy Committee on Health, Safety, and Well-being, is in accord with the purpose and
intent of Bill 8, and recommends its passage on first reading.
sin
Respectfully submitted,
POLICY COMMITTEE ON HEALTH,
SAFETY, AND WELL-BEING
JkN KXGI'kALrA, CHAIR
PCHSW REPORT NO.: 5
ADOPTED: JAN T 5 20-23
AYES NOES ABS EX
EVANS
X
GALIMBA
X
INABA
X
KAGIWADA
X
"NEALI'l-KLEINFELDER
X
KIERKIEWICZ
X
KIMBALL
X
LEE LOY
X
VILLEGAS
X
Respectfully submitted,
POLICY COMMITTEE ON HEALTH,
SAFETY, AND WELL-BEING
JkN KXGI'kALrA, CHAIR
PCHSW REPORT NO.: 5
ADOPTED: JAN T 5 20-23
