Your Committee on Governmental Operations and External Affairs, to which was referred
Bill No. 10, reports as follows:
Bill No. 10, transmitted by Director of Finance Deanna S. Sako via Communication No. 37,
dated December 2, 2022, amends Ordinance No. 22-63, as amended, the Operating Budget for
the County of Hawaii for the fiscal year ending June 30, 2023.
This bill appropriates $75,000 in the Federal Grants—National Instant Criminal Background
Check System Act Record Improvement Program; and appropriates the same to the National
Instant Criminal Background Check System Act Record Improvement Program account in the
Office of the Prosecuting Attorney. These funds would be used to cover overtime expenses
incurred by multi-agency law enforcement to follow-up on persons ordered by the court to
surrender firearms.
Committee Vice Chair Susan L. K. Lee Loy stated that this bill is relative to Resolution
No. 30-23.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Bill No. 10, and recommends its passage on first reading.
