SOLUTION NO. 41 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GRASSROOTS
COMMUNITY DEVELOPMENT GROUP TO ASSIST WITH THE OLA`A SKATE
PARK,PHASE 2.
WHEREAS, Grassroots Community Development Group is a 501(c)(3) nonprofit
organization that strengthens our communities through cooperative development of programs
and services for all of East Hawaii; and
WHEREAS, Grassroots Community Development Group is assisting the County with
cleaning and weeding the defunct tennis court at Kurtistown Park to repurpose the area into a
skate park for youth; and
WHEREAS, Grassroots Community Development Group is requesting funds for
professional services that are beyond the volunteers' capabilities,building materials and supplies
(asphalt, plywood, and concrete), and heavy equipment rental to begin Phase 2 of the Ola`a Skate
Park at Kurtistown Park; and
WHEREAS, partnering with a nonprofit organization to build a skate park falls within
the Department of Parks and Recreation's goal to pursue help from persons and groups to
improve and maintain recreational facilities and enhance programs; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Parks and Recreation to provide a grant to Grassroots Community Development Group to assist
with Phase 2 of the Ola`a Skate Park at Kurtistown Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this _.
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
