Re: Operating Budget
The County of Hawaii has been awarded $49,600 from the State of Hawaii Department
of Health Clean Water Branch. These funds will be used to complete a Wastewater
Service Area Expansion Feasibility Study.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $49,600.

A. REQUEST:

A resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Department of Health
(DON) Clean Water Branch (CWB) to accept grant funds, And an ordinance amending Ordinance No. 22-63,
the operating budget for the County of Hawaii for FY 22-23 to appropriate the following revenues:

And to appropriate the following expenditures:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department has been awarded a grant from the State of Hawaii Department of Health (DOH) Clean
Water Branch (CWB) in the amount of$49,600. The grant is a pass through of Federal funds from the
Environmental Protection Agency. The grant will be used to complete a Wastewater Service Area Expansion 3
Feasibility Study, The study will assess the feasibility of expanding wastewater services, within the existing
service area, near high high priority cesspools and within disadvantaged communities.

This request is to accept the funds and to amend the operating budget for FY22-23 in order to receive and 3
expend these grant funds. I
The DOH requires the grant agreement become effective when the Memorandum of Agreement between
COH Department of Environmental Management and the DOH is signed by the CWB Chief. The expected
effective date for the first agreement is 4/30/2023.
