Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi-year lease agreement for four walking floor trailers for the Department of
Environmental Management, Solid Waste Division. This equipment will be used to
collect and transport refuse. The cost for the four walking floor trailers will be
approximately $15,600 per month for 60 months.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for a period of five (5) years for
four(4) Walking Floor Trailers for the Department of Environmental Management, Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to lease finance four(4) Walking Floor Refuse Trailers to be used to
collect and transport refuse. Division's operation require these trailers to meet the need of hauling refuse
from multiple communities on island without interupting services.
The Division intends to replace four(4) Walking Floor Trailers for its operators. Without this equipment, the
Division's operations will be adversely affected as its ability to complete daily activities will be compromised
by a build up of accumulated wastes. Equipment will not be available for the Division to operate effectively
and maintenance of equipment will take longer because more time will be spent by service technicians to
order and receive parts before mainenance can begin. Service limitations and reduction in services will
happen if trailers are unavailable and closure of sites will be inevitability if remaining trailers need to bear the
brunt of all municipal solid waste collection.
Purchase price is estimated at $220,000 or$880,000 for four trailers. The estimated lease payment is
$15,600 per month for the four trailers.
Funding for the lease is included in the Fiscal Year 2022-23 budget although the delivery of these trailers is
not expected until next fiscal year due to the long lead time for this equipment. This equipment will be lease
financed such that the County will own the equipment at the end of the five year lease.
