Re: Resolution Accepting Donation
Enclosed is a resolution accepting a donation of three LUCAS Compression System
devices and accessories from the Hilo Medical Center Foundation, c/o Lisa Rantz, 1190
Waianuenue Ave., Hilo, HI 96720. These devices, valued at approximately $52,760.85,
will be used by the County of Hawaii Fire Department for emergency treatment
involving chest compressions.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The LUCAS device has been shown to improve quality of chest compressions, increase ETCO2 levels as
well as being able to sustain life-saving circulation during prolonged resusitation attempts. This is crucial
considering the long transports and geographical challenges that we are faced with here on Hawaii Island.
LUCAS has been studied extensively , been shown to be safe and effective, and to save patients that would
otherwise have been considered futile. The total estimated cost for these items is $52,760.85.

The Fire Department is requesting a waiver from the Finance Committee in order for the resolution to be heard
at its next scheduled meeting.

RE: Resolution No. 50"23 A RESOLUTION AUTHORIZING THE
ACCEPTANCE OF A DONATION OF THREE (3) LUCAS COMPRESSION
SYSTEM DEVICES AND ACCESSORIES TO THE COUNTY OF HAWAII
FIRE DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
