Your Committee on Finance,to which was referred Bill No. 14, reports as follows:
Bill No. 14,transmitted by Finance Director Deanna S. Sako, via Communication No. 57 dated
January 5, 2023, amends Ordinance No. 22-64, as amended, relating to Public Improvements and
Financing thereof for the fiscal year July 1, 2022 to June 30, 2023.
This bill adds the Public Works Kilauea AvenuelKeawe Street Rehabilitation—County Department of
Water Supply project($1 million)to the Capital Budget. Funds for this project shall be provided from
Capital Contributions—Department of Water Supply account, and would be used to construct water main
improvements.
Committee Member Jennifer Kagiwada asked Public Works Director Stephen Pause to provide a brief
overview. Mr. Pause detailed how the department plans to handle this project. Ms. Kagiwada then
extended support to Mr. Pause and the department.
Committee Member Michelle Galimba asked Mr. Pause what the cost of this project would
be. Mr. Pause replied that the bid for this project came in at just over$12 million, and stated further
that this project adds an additional $1 million, and the Department of Environmental Management
sewer line project would add an additional $2 million.
Committee Member Heather Kimball thanked Mr. Pause and lent her support to this project as well as
the department.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 14, and recommends its
passage on first reading.
