Your Committee on Finance,to which was referred Bill No. 15, reports as follows:

Bill No. 15,transmitted by Finance Director Deanna S. Sako,via Communication No. 58 dated
January 5, 2023, amends Ordinance No. 22-64, as amended, relating to Public Improvements and
Financing thereof for the fiscal year July 1, 2022 to June 30, 2023.

This bill adds the Mass Transit Bus Stop ADA(American With Disabilities Act) Compliance— SP&R
(State Planning and Research) Federal project($162,556) and the Kailua-Kona Maintenance Facility—
SP&R Federal project($295,200)to the Capital Budget. Funds for these projects shall be provided from 3
the Federal Grants Receivable.

Committee Member Susan L. K. Lee Loy commended Mass Transit Director John Andoh for obtaining
all these grants to help fund the Mass Transit department.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 15, and recommends its
passage on first reading.
