Your Committee on Finance,to which was referred Bill No. 16, reports as follows:
Bill 16,transmitted by Finance Director Deanna S. Sako, via Communication No. 59 dated
January 5, 2023, amends Ordinance No. 22-63, as amended, relating to the Operating Budget for the
County of Hawaii for the fiscal year ending June 30, 2023.
This bill decreases revenues in the Fire Volunteer Other Current Expenses account(-$62,500); and
appropriates the same to the Fire Volunteer Equipment account($62,500). Funds would be used to
supplement the purchase of a brush truck for a volunteer station.
Committee Chair Matt Kaneali`i-Kleinfelder asked Ms. Sako to explain the process of transferring
departmental funds from one account to another, further asking whether or not a transfer can happen
within the department or would need to occur via an ordinance. Ms. Sako replied that an internal
transfer would be standard practice; however, in this case, because the fund account does not exist,the
department would need to create an account via an ordinance and obtain Council's approval.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 16, and recommends its
passage on first reading.
