SUBJECT: Update on the Cesspool Conversion Working Group Report
I respectfully request at least 60-minutes of time on February 21, 2023 during the appropriate
committee agenda for the Department of Environmental Management(DEM), along with
technical advisor Cari Ishida,Ph.D., of Carollo Engineers, and Sina Pruder of the Department of
Health, Wastewater Branch, to discuss the recommendations of the final report of the Cesspool
Conversion Working Group (CCWG). Discussion will also include the impacts such wastewater
upgrades will have on the 55,000 cesspool owners in Hawaii County, and CCWG's
recommendations for state legislation, costs, and options for conversion and financing.
The Cesspool Conversion Working Group (CCWG)presented its final report to the State
Legislature pursuant to Act 170, Session Laws of Hawaii 2019. Due to the size of the report, a
