SOLUTION N . 54 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS
COMMUNITY DEVELOPMENT GROUP TO INCREASE ACCESS FOR DISABLED
PERSONS AT THE KURTISTOWN PARK..
WHEREAS,the Grassroots Community Development Group is a 501(c)3 nonprofit
organization with a mission to strengthen our communities through the cooperative development
of programs and services for East Hawaii; and
WHEREAS, Grassroots Community Development Group is continuing their assistance
to the County with cleaning and weeding at the Ola`a Skatepark at Kurtistown Park; and
WHEREAS, the Kurtistown Park requires a handicapped walkway from the exit of the
park to the entrance to Ola`a Skatepark to become Americans with Disabilities Act (ADA)
compliant; and
WHEREAS, the Kurtistown Park and Ola`a Skatepark provides a convenient and safe
place for families and youth to gather and recreate; and
WHEREAS, Grassroots Community Development Group is requesting funds to
construct an ADA compliant walkway linking the Kurtistown Park and Ola`a Skatepark; and
WHEREAS,the Department of Parks and Recreation supports this improvement work as
it is in keeping with the goals and objectives of the department to provide the public with safe
and enjoyable activities and facilities; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resoltuion identifying the nonprofit organization and the specific program, project, event,
activity, service, equiptment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Parks and Recreation to provide a grant to Grassroots Community Development Group to
increase access for disabled persons at the Kurtistown Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
