Aloha Councilmembers,
Please do not support the nomination of Myles Miyasato to the Windward Planning Commission.
Mr. Miyasato has served the community in many capacities, but his nomination raises concerns.
One concern is apparent lack of respect for community voices.
This occurs in the context of the current administration pausing appointments to Community Development Plan Action
Committees (ACs),slow-walking staff support so ACs could only meet every three months,and then unilaterally
withdrawing staff support.
In addition,the General Plan and Zoning and Subdivision Codes are being completely rewritten,and it is vital that
community voices be heard in this process.
As far as Mr. Miyasato, he supported having decisions on rezoning continue before the Hamakua Community
Development Plan was adopted.

Myles Miyasato spoke out on behalf of labor unions. "This resolution is basically saying that we have a change
coming,so let's wait.That's like saying our council will change, so let's postpone any further action until the
council changes," Miyasato said. "Is this the right thing to do? No."

Another concern is lack of weight given to the importance of legal and ethical behavior.
Mr. Miyasato opposed a proposed County Council discussion of asking Mayor Billy Kenai to step down, pending the
outcome of an ethics complaint re. his illegal use of a county purchasing card.
A motion by Kohala Councilwoman Margaret Wille to have a discussion about whether the council should ask
Kenai to step down pending the outcome of an ethics complaint failed to get a second, ending the conversation
before it could start.
For Wille,the quick defeat marked the second time she failed to muster the council to take action against the
mayor for his admitted misuse of his county purchasing card,or pCard,which resulted in an indictment of felony
theft and other charges following a state investigation. His trial is scheduled for July 18.
Separately,the county Board of Ethics on May 10 will reconsider accepting an ethics complaint Kapaau resident
Lanric Hyland filed against the term-limited Kenoi a year ago in regard to the pCard scandal...

Myles Miyasato,who chaired a cost-cutting commission a couple years ago,told the Herald-Tribune of Hilo that he can't
remember a single major recommendation being adopted,and questioned whether people outside government have
enough information to know where to cut.
