Subject: Nomination of Myles Miyasato for Windward Planning Commission
Aloha Honorable Council Members,
I wish to voice my concern and opposition to the nomination of Myles Miyasato for the Windward Planning Commission
appointment. The matter is being considered at the Government Operations Committee meeting,Tuesday February 7,
2023. It's Comm. 72 on the agenda.
My particular concern is Mr. Miyasato's testimony against Council Resolution 592-16 putting a temporary moratorium
on rezoning in the district covered by the Hamakua CDP that was close to completion. His testimony can be view in the
Big Island Video News link below.
The Hamakua CDP was a major undertaking that involved both the County administration and numerous members of
the community. It received final approval in August of 2018. The moratorium made sense because developers and land
owners are known to push for more intensive zoning when confronted with comprehensive land use plans such as the
CDP. It raises the question of what the purpose was of Mr. Miyasato's objection. His rationale appeared to be
inconsistent with logical reasoning.
In the eighties and nineties I served on the planning commission of my former home community of Gurnee,
Illinois. Eight years as a member and eight more as its chairman. Similar to the CDP, we had what was called a
comprehensive plan. It was a blueprint for how we saw the future development of land within and surrounding the
borders of our village, and was occasionally updated as the community grew.As I saw with the Hamakua CDP many
hours were spent by staff and citizens to form this vision. To the planning commission the comp plan was our
bible. Many developers came before us trying to convince us that their vision was better. "The comp plan is a guide, it's
not cast in stone" they would say trying to push more intense zoning. I usually responded with, "true, but it's not
chocolate pudding either".
I trust the Council will thoroughly review Mr. Miyasato's background and history, but I question his dedication to
ensuring that the Hamakua CDP is adhered to. Please watch the video. I have also attached the resolution link for your
