"Aloha Council members, Mahalo for hearing my testimony. My name is Debbie Anderson and I am testifying regarding
Communication 91 re Bill 22—Creating an Animal Control &Protection Agency"
Our community needs much better help for animal control than is being provided by the police now. It feels difficult to
call the police for service, leave a number and have them call.This is unfair to the police, as it can't be a police priority.
Currently, only dogs are addressed readily, as they seem more likely to endanger humans. Even then, animals have to be
sick or injured for them to be taken in.We're asked to drive them over; response on site isn't timely.
What is happening is not good enough to help our overpopulation crisis which continues to escalate. Both myself and
my neighbor across the fence have spent over$2000 out-of-pocket trying to Spay/Neuter stray cats.We know there are
cases of feline leukemia (FeLV) in our area. We can't keep up, and it's getting further out of control without successful
interventions like that of the Hawaii Rainbow Rangers. Our quality of life is suffering, as are our community cat colonies.
