Aloha.
My name is Susan Collins. I am a resident of Honokaa, Hawaii. I also have volunteered throughouthe past 10
years with the various animal control groups that have tried to manage our growing urgent need tacreate a
safe place for people and animals.
I support Bill 22 Conditionlly.
The following need to be added to make this new bill attainable and useful for our community.
1. There needs to be a resident oversight commitee part of the new animal control agency.
2. There MUST be free spay/neuter clinics included. Otherwise, the cycle of creating new animals will
never be broken.
3. The catch/kill model of cycling animals through shelters must be eliminated. Over 15,000 dogs were
killed each year under the Humane Society and this was not ethical and did not eliminate the number
of animals being produced each year.
4. We need to include public education about spaying/neutering animals so animals are spayed or
neutered. Many people just allow their animals to continue to reproduce which is the root cause of
this animal control problem on the Big Island.
We need a new group of people. Well educated by an outside agency which has had experience changing
similar over population issues.
