Aloha Councilmembers,
Mahalo to Councilmembers Kimball and Evans for addressing our serious and intractable animal problemr`s.
Please consider doing the following:
• Seek and incorporate recommendations from local and out-of-state animal rescue organizations on how to
set up the new agency.
• Set up an Oversight Committee of people with backgrounds in animal welfare with one member from each
district.
• Review recommendations made about 20 years ago by the National Animal Control Association.
• Allow owners at least 7 days to claim stray animals.
• Use these approaches:
reduction or elimination of pet breeding
spay/neuter
trap/neuter/return
adoption
transports
• Educate the public about training pets and being a responsible owner
• Avoid high kill rates.
