The outcome of this bill will have financial gain for the parties involved and hurt the archaeological sites. The County Council's decision on this bill will be crucial, and I suggest keeping the land intact for better protection of this site. It is the burial site of King Kalakaua and the lands have been utilized for prayers and naturally must be protected under the Hawaii State Constitution under Native Hawaiian Traditional and Customary Rights. Because they are kanaka, have owned the land for 100 years, and are aware of the level of sacredness on their property, they didn't 'accidentally' bulldoze graves in 2018. Today's outcome for them must provide financial gain. Supporting this would open up a catastrophic domino effect around the fairness of equal opportunity for future developers, landowners, and rezoning, which makes Seascape and all involved very questionable with the number of loans and disputes coming in before this bill. This area has been under the gun with big money interests, and we continue to have the same issues. It is The Kahalu'u Historical District, we are at overcapacity, not catastrophically prepared after 3 failed tsunami evacuation attempts, housing taxes going up with a gross lack of affordable housing in Kona. When the County allows exemption because Jeannie claims for fairness of equal opportunity, it will be a green light for Seascape and the others. John Pipan, an employee transfer from Zendo and Associates, represents Kapukapu below this lot, and it would be beneficial to them for this to succeed. And once subdivided, it can be sold for a profit and subdivided more. IF DENIED here today, the land will most likely continue its current use and create a gift of time to determine a true 'best and highest' use for the resident community, and remain more protected. Please strongly consider the real players and what is at stake culturally, environmentally, and our community's affordable housing impact here.
