It is with considerable hesitancy that we submit this, based on prior experience. As reported in the West Hawaii Today (November 20, 2022), Mr. John Pipan of Land Planning Hawaii attempted to dismiss testimony against the proposed rezoning as "an organized copy-paste campaign," that was "shocking," "hurtful," and did not have "a lot of aloha." The LPC Chairperson permitted this disparagement of the public's testimony. There was no organized "cut and paste" campaign. There is a detailed list of relevant and pressing issues pertaining to repeated and continual attempts to change agricultural zonings in the Kona moku. That this list resonates with and is quoted by so many is not a sign of insidious conspiracy, but of widespread concern in the Kona community regarding the stress on our current infrastructure and environment. We respectfully suggest that the previously submitted testimony be read in its entirety. One will find thoughtful input from Native Hawaiians, and pleas (including from us) that updated, appropriate, and proper studies be completed for every rezone application in the Special Management Area (SMA) to ensure respectful preservation of Native Hawaiian archaeological remains and evaluation of environmental concerns. With this letter to the County Council, we humbly and respectfully request that if this proposed rezoning application is approved then it be done with clear language specifying this is a one-time exemption for this particular `ohana on this particular parcel, and that this suspension of normal requirements in no way sets a precedent for future applications.
