Aloha County Council,
I wish to oppose this Bill 12, to subdivide this lot.
What you do Mauka, affects Makai, ABOVE AND BELOW.
This land is "Sacred Land and Mana"within the National Register of Historic Places, including the Kahalu'u Hi&ric
District/stated, this land is of"Supernatural Factors."
I cautiously Pray to Akua for guidance.
I respectfully do not wish to offend.
With prayers I'm given by my Ancestors who are buried in this land messages, and to be brave enough to speak out in
public.
I feel Blessed with knowledge, and once I reached out to Kumu Keala Ching regarding this, here is his response.

I have learned there is much " Pilikia and Hewa of the Past and Now"of this land. I have chosen not to speak Public of
this.
There are TWO SIDES of this story, and the County needs to be Sensitive making a forever decision in settling a Lawsuit
between an Ohana.
I want to share a written attached testimony of"AUNTY LILY MAKUAHINE NAMAKAOKAIA HA'ANIO KONG". Note. She
took me to this" Lot 062" before she passed away attached is a photo!
Did she already know at the time this would be of concern at this point of an important decision that would affect this
entire area of Sacred Importance?!
She then took me to the Makai end where the Kona Lagoon Hotel was, she indicated the exact location where her Papa
lived, and we Prayed.
The Kahalu'u Historical District, has the largest archeological site ever found in the State of Hawaii. It is of King Kalakaua,
a family friend of my Ohana,
Willy Kahulamu is LINEAL DESCENDANT of this land and opposed development of this area including the Ali'i Highway
along with Aunty Lily.
If you take the time to read all the Archeological studies of this area (hundreds of pages), you will have the Knowledge of
History of this land and why it needs to be Preserved and Protected. Comm. No ' 10

Before Uncle Willy Passed, his Last words to me were" FIGHT, YOU HAVE MY BLESSING" I went to his hale at Kahalu'u
November 2022 his ashes are sitting in his living room in a Koa Wood Box.
The view of the Kahalu'u Beach and the Menehune Rock Walls in the back view, I prayed.
Keawe KKK Alapai has passed away, he is a DIRECT LINEAL DESCENDANT of this Land. Before he passed, he was
absolutely against any Re subdivision of this land, all of Alii Drive, and also
of the Alii Highway. Keawe is missed,we fought together to testify against several developments to"Save Sacred IWI
Kupuna"contains of Mana.
Please do your diligence of seeking a legal clear title of this land prior to any final decision of this County Council.This
title as I understand it, will need to be researched as multiple involved as Various Probates which could present Off-
Record Matters!!
Furthermore,there was Partition Quiet title activity found in the Chain of Title which tells the property is in dispute.This
particular property requires research all the way to the beginning to the Original Land Grant.
PS. I was told to stay out of this, or"Likins said twice.
Our ohana knows of you, and our Uhane is watching.
So be very careful. Unless you have a clear path, I caution you."
I had to look up the meaning of Likins, " Hawaiian Slang for a Spanking."
Also, used when someone gets their A-- kicked" (definition from urban dictionary)
This does not feel Pono. So, with that being said, I have prayed for clear paths.
There are two sides Likens, and the other side is, if you don't speak up, Likins.

A number of Ali'i are associated historically with and lived in this area. Kalani'opu, (ruler, 1760-1782) lived in the region
of this area.
Kamehameha I and his retinue stayed for periods of time, and repaired several are heiau. Ke'eaumoku Papa'iahiahi was
awarded Kahalu'u and Keauhou.
Kamehameha I united the Hawaiian Islands. His daughter Queen Ka'ahumanu, and his son, Govenor John Adams
Ki'iapalaoku Kuakini were born in Kahalu'u.
King Kalakaua had a residence alongside Po'o Hawai'i Pond. King Kalakaua was the caretaker of all of Mauka Kahalu'u of
this land of Agricultural.
Mauka was the Agricultural of farming, like it was said in Aunty Lily's testimony, the Wai was from Mauna Kea of Lake
Wai'au. We are received wai beneath, under us.
Makai was for fishing, canoeing, and Surfing.
Thousands lived here the Cultural Resources were rich, so many were buried here, and don't for the children an
menehunes. Hidden burials were traditional. Mana is real too.

All Burials, Caves, Platforms, Mounds, Hei'au, Great Walls of Kuakini, Petroglyph, Wells, and Agricultural features, should

AIVi Drive is of Importance, this Special Management Area stretch is to the mauka side of Kuakini Highway! �
This is the last place to Preserve,Waikiki ofKa|akaua Avenue, Maui Front Street, are gone.
Ali'i Drive is worth every effort to Save for the now and Future Generation! Once destroyed it is destroyed forever.
Please just say No to the Bill 12.They have many more properties;this is not the only one.

THE LAST REAL EVACUATION, THE CARS FROM KAHALU'U BEACH TOOK 10 MINUTES TO REACH
THE TOP OF KAM III, ONLY TO HAVE A TRAFFIC ACCIDENT. EVERYONE HAD TO GO BACK DOWN,
ONLY TO BEAT DEAD STOP,
THIS AREA, KUAKINI OF THIS LOT WILL BE INSANE, ALREADY DANGEROUS ON NORMAL CRAWL
DAY, SHOULD NEVER BE USED AS AN EMERGENCY ESCAPE,AS GUARANTEED AN ACCIDENT.
PANIC WILL BE EPIC!
ITS A BROKEN TRUST AS THE PROTECTION OF EVACUATION FROM TSUNAMI, STORM WAVES,
STREAM FLOODING.
ALREADY,THE PUBLIC SAFETY OF THIS AREA, ALI1 DRIVE AND KUAKINI IS A DEATH TRAP.
PUBLIC SAFETY, THERE IS NONE, COMPELLING PUBLIC INTEREST IS ALWAYS A PUBLIC
OUTCRY, NO ONE LISTENS.
EA REPORTS SINCE 2016 OF PROJECTS STATED BY THE POLICE, NO MORE DEVELOPMENTS
OFF ALIT DRIVE UNLESS THE ALIT HIGHWAY IS COMPLETED AND OPEN FOR TRAFFIC,TO
